From 31 July 2026, all new cosmetic products placed on the European Union market must comply with the updated fragrance allergen declaration requirements introduced by Regulation (EU) 2023/1545.
Although the regulation was adopted in 2023, the first key compliance date is now here. For cosmetic manufacturers and brand owners, this is more than just a label update—it is a regulatory change that may require reviewing formulations, supplier documentation, product information files and packaging artwork before launching new products.
What is changing?
The updated regulation significantly expands the list of fragrance allergens that require individual declaration on cosmetic product labels.
Previously, 24 fragrance allergens had to be declared when present above the established thresholds. Under the new regulation, this requirement is extended to more than 80 fragrance substances and substance groups, providing consumers with more transparent information about ingredients that may trigger allergic reactions.
The declaration thresholds remain unchanged:
- 0.001% for leave-on products
- 0.01% for rinse-off products
However, the broader list means that many cosmetic products may now require updated ingredient declarations.
Importantly, the changes do not apply only to products containing added fragrances. Cosmetics formulated with natural essential oils or botanical extracts may also fall within the scope of the new requirements if they contain fragrance allergens above the applicable thresholds.
What does this mean for cosmetic brands?
Launching a compliant cosmetic product now requires more than updating the packaging design.
Before placing a new product on the EU market, brands should review:
- raw material documentation provided by suppliers,
- fragrance composition data,
- formulation and allergen levels in the finished product,
- INCI ingredient lists,
- packaging artwork,
- Product Information File (PIF),
- Cosmetic Product Safety Report (CPSR),
- regulatory compliance of the final product.
